Yes: the current Visit Busan Pass benefit covers observation-deck admission, with no reservation required. Choose your visit around the Haeundae day you want to have; drinks and meals need their own budget.

Already using a pass
Check the benefit and your remaining allowance before buying another admission ticket.
Only visiting the observatory
Compare a separate ticket with the cost of the pass. Add other attractions only if you actually want to visit them.
A beach day with a different view
Start with an unhurried walk along Haeundae Beach, then make the observatory your main indoor stop. Leave lunch flexible instead of putting a timed meal immediately after admission. This keeps room for the view, the queue and whatever catches your eye on the way.
A cloudy forecast is a reason to keep the timing flexible, not a promise of an empty attraction.
What the pass gets you
The listed benefit is admission. Treat a café stop, food and souvenirs as separate purchases. With BIG3 or BIG5, check the attraction category and your remaining choices in the pass app; with a timed pass, check the expiry before heading over.
Choose daylight or the evening skyline
For a coast-focused day, visit while it is light and leave the evening for dinner. If the skyline matters more, plan an evening visit and avoid scheduling it at the very end of your pass. The official page currently lists 10:00–21:00, with last entry at 20:30; check the day’s notice before leaving.
Add one coastal stop, not every coastal stop
If you would like a second outing, look at the Blueline Park guide before choosing a train or capsule. Reserve the service you want first, then fit the observatory around it. A beach walk and one booked activity make a more forgiving plan than racing between several departures.

A few things worth knowing
Does the pass include a café drink?
The published benefit is observatory admission. Budget separately for café purchases.
Should I buy a pass just for X the Sky?
Compare the standalone ticket first. In the pass calculator, include only the other paid attractions you realistically plan to visit.
